The Linux Mint project was one of the prime movers for Cinnamon because GNOME is the official desktop environment for Mint. This was also an issue for Cinnamon and some of the other forked GNOME projects. One of the reasons behind the development of the GNOME shell for GNOME 3 was that many components of the original GNOME user interface were no longer being actively developed. Many users and developers liked the original GNOME interface enough that multiple groups forked it and one of those forks was Cinnamon.
